7:30 p.m. for a Special Meeting in the Council Chamber, 300 E. Chapman Avenue, Orange,

Mayor Slater called the meeting to order at 7:30 p.m.

ADMINISTRATIVE REPORTS
2.1.
Review and discuss draft resolution and ordinance documents relating to
proposed 1ยข Sales Tax Measure for a term of 13 years

Deputy City Manager Jack Morgan presented the staff report utilizing a PowerPoint
presentation. Proposed Resolution No. 11670 would place
measure on the November 3, 2026, ballot, with a term of 13 years.

Public Speakers:
Reggie Mundekis spoke in support of the proposed measure.
Curt Peterson questioned the emphasis on police and fire services in the ballot
measure's proposed language.
AJ Ricci spoke in opposition citing concerns regarding the Council's inconsistent
objectives.
Diana Zdenek spoke in support of the proposed measure.
A
motion was made by Councilmember Barrios, seconded by Councilmember
Gutierrez, to adopt Resolution No. 11670. A Resolution of the City Council of the City
of Orange ordering the submission to the voters a question relating to a local general
transactions and use tax (sales tax) at the November 3, 2026, General Municipal
Election as called by Resolution No. 11669. The motion carried by the following vote:
