This request was received by staff in September 2020. Because non-essential meetings were suspended at the time due to COVID-19, staff implemented the proposed change in the interest of public safety, with the intent of presenting said change to the Traffic Commission for ratification at a future date.

The total expenditure for the project is $500 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263).

6. Discussion and Background
A resident requested a disabled parking space in front of 292 N. Frampton Street. Frampton Street is a short cul-de-sac street that intersects with Palm Avenue west of Batavia Street. The proponent demonstrated the need for the disabled space and staff supported this request.
At the time the request was made, it was unclear when Traffic Commission meetings would resume. Because the matter was related to health and safety, staff elected to process the request and ask the Commission consider ratifying the change at its next regular meeting.
Prior to the change being made, staff performed neighborhood outreach to determine if there were any objections to the proposed disabled parking space. On October 1, 2020, notification letters were mailed to residents living within a 300’ radius of the subject address. The letter (a) informed residents that the city was planning to install the disabled parking space and (b) asked that any concerns be expressed by October 19. No objections were received and the parking space was subsequently installed on November 11, 2020.
Staff respectfully recommends that the Traffic Commission ratify this request.
