3. RECOMMENDED ACTION

That the Traffic Commission take the following actions:
1. Deny the installation of red curb
2. Approve the implementation of "NO PARKING 6:00 P.M. to 6:00 AM. When the park has been constructed and opened to the public Crest de Ville will be posted "No Parking 11:00 P.M. to 6:00 A.M. or whatever time Community Services determines will coincide with park hours.

4. FISCAL IMPACT
The total expenditure for the project is $1,000 and will be funded in Minor Traffic Control Devices (16302) through Traffic Improvement Measure M2 (263).

6. DISCUSSION AND BACKGROUND
This is a request from a representative of the Crest de Ville Home Owners Association to post both sides of Crest de Ville south of Goldenrod Lane for the installation of red curb and to post "No Parking 6:00 PM to 6:00 AM. The reason for the request is to prevent people from loitering in the area. The proponent has complained to the Police Department about loud noise, Speed exhibition, and trash. Crest De Ville is a cul de sac street that provides access to the gated community of Crest de Ville. Currently both sides of the street are posted for No Parking between the hours of 9:00 PM and 6:00 AM.
